Many of them do. Think of this: I don't remember Nixon, Carter or Ford, but when Reagan got stuck with something he was not prepared for, he said, "Well,..." When Bush the First got stuck, the hands started going. When Clinton got caught off-guard, he...would...pause...after...each...word... Bush the II? Who could figure? Perhaps that could be when he came out with a "Bushism" (Kind of like a Spoonerism, but not as intelligent). It's hard to tell with GWB, because it seems he was unprepared about 80% of the time. There were times if you looked really hard, you could even see the strings... Obama? As far as I can see, he too is a puppet, with both Pelousy and Reid stuffing their hands up as far as they could go. I'd rather have had Hillary in office, and if you knew me, you'd know THAT is a real stretch.
