1. DARPA (the agency) turned ARPANET (the infrastructure) over to the
DCA in 74/75.
(That is the "DARPA project" part of your statement)

2. USENET was not invented until 1979 or deployed outside of NC until
1980. Which makes USENET a UNC project that was ON ARPANET.
(That is the USENET being a DARPA project part of your statement)

3. You were not on any network with USENET until 1983
(That was the n00bie part of your statement)

So, USENET was never a "DARPA project". It was a couple kids at UNC
and had nothing to do with DARPA. The fact it was an application that
used ARPANET to transfer data means that the infrastructure existed
for the distrubuted nature of USENET to be taken advantage of.


Now you have been having a very difficult time differentiating the
Agency from the infrastucture they created. I do hope this time you
will be able to grasp how many thing you got wrong in just that one
sentence.
