DARPA ended its ARPANET project in 74/75 and turned it over to Defense
Communications Agency (the *project* was complete. USENET was invented
in 1979. He didn't have ARPANET access until at least 1983 when he was
some gopher (probably didn't have any just worked somewhere that did).
