DARPA was not running the ARPANET after 1975. If they were no longer running ARPANET in 1975 then there is no way for them to be running USENET in 1979 when USENET was invented. You came along 4 years after USENET was invented and 8 years after DARPA had ended its ARPANET project and turned it over to the Defense Communications Agency. No project after 1975.
