In a monopoly or oligopoly, yes. In a true "free market", not so much.
In such a thing, BP would have to do one of three things.

1) Increase prices, driving down market share.
2) Absorb costs, affecting profit margins.
3) Use marketing strategies to increase market share, so quantity of
sale at the static price compensates for lack of dollar per volume
profit.

But a true "free market" is a jabberwocky. Even when regulation and
restriction is placed on it, forces outside the market will always
come into play (legislative, legal, criminal), as greed and ego
knowing no bounds, will always work outside it. Without regulation and
restriction, these other measures will drive it further from a true
"free market". Something conservatives seem incapable of learning.

BP will likely use option 1, increasing price, with the other oil
companies doing the same, as it'll increase profit margins, and with
no real way for a new vendor to enter the market, there appears to be
an oligarchy at both the source (OPEC), and the retail.
