That requires getting a newsreader, setting it up, possibly paying for it,
learning how to configure a server, learning how to use the software, ect.
Or, he could get Linux and get a free newsreader. But that means having to
learn a whole new Operating System. This guy seems to have trouble enough
not bumping into walls, parked cars, etc.

You should. He's probably going to be able to qualify for Disability and
then be living off our backs.
