conducts an investigation before it orders recalls, dummy.

Do you think the NHTSA ordered the recall of 8,500,000 vehicle in the US on
a whim?

Probably the Japanese government buying shares in an effort to protect the
billions of Yen they have invested in Toyota since WWII.
