There is a reason it is called the "preamble". It is a reference to the desires of the founding fathers but carries no formal legal standing. The Constitution starts with Article 1 through 7 and ends with the 27th amendment. The preamble has been referenced in ruling but is never the basis for the ruling. So, as usual, you are wrong. If congress were to enact a law and the president sign said law that the Federal Government was the soul operator of interstate commerce it would most likely pass constitutional muster. Whether it would survive the people is another story. The 10th amendment does limit the scope of the federal governments ability to socialize its operation. But even more hilarious is the belief that the Federal government is not already socialist. Take the 3 largest expenditures in the budget (excluding service on debt): Defense Department Medicare Social Security Yep, socialism.
