instrument panel out and change all the bulbs behind it. They said $150!

That damn under the dash and behind the dash work is not anyones
favorite thing to do. You have to be a near sighted anorexic triple
jointed contortionist to do some of those jobs and there is always the
risk of breaking or disconnecting something accidentally when you do
this kind of thing all the while worrying about getting your dirty shoes
on the headliner or seat backs (please, no snide comments about foot
prints on the headliner).
I suppose the question is why do you want to replace all the bulbs?
If only one needs replacing, replace it and worry about the others
when or if they go out.
If I did have something like this done I'd find some place other than
Midas to do it.

This is the right answer.

As for dong the job at home, it should be easy enough to find the two or
four screws that hold the cluster in place, look around the cluster face.

Consider the fact that somebody had to build the car in the first place, and
they have to build several dozen per shift (or more) so it has to be easy.
If there are no visible screws, then there should be a panel surrounding the
steering column where it disappears into the dashboard, this panel should be
held in by clips that you can get loose by GENTLY using a flat tool to
GENTLY pry -- I'd start at the bottom. Remember, GENTLY is the operative
word. Screws holding the cluster in will become visible when the surround is
removed.

If you can't find the screws that secure the cluster and you still have your
heart set on replacing all of the bulbs, DO NOT have Midas do the job. You
will be far happier developing a relationship with the trained independent
Toyota guy in your town.

He'd also be well advised to avoid doing it himself if he lives in a cold
climate and he doesn't have a heated garage. Plastic becomes brittle at
lower temperatures, and he could end up being a very unhappy person if he
starts breaking off screw tabs and having to listen to new rattles until he
finally sells the car.

I thought you might be able to pull the dash out from the front, which is
why I asked.
