I don't know where cigarette lighter in Scion is, but often near the lighter
there's switch for seat heaters. Does the icon look like something in these
pictures?:

That's usually a button at the base of the shift handle.

And I'm not sure the xB has a PWR/ECON button anyway. Our old MR2 did have
one of those on the dash (it said "ECT" on its face), to one side of the
instrument cluster. The MR2 also had an OD ON/OFF button, which was on the
shift lever.

The Tercel also has an OD ON/OFF button on the shift lever in the same
location as the MR2 and xB (readily falls to your right thumb). When you
turn the OD off, an orange light illuminates in the instrument cluster that
tells you the OD is OFF.

When you hit the "ECT" button in the MR2, an orange or green light would
illuminate within the instrument cluster that said "PWR" or "ECON"
respectively.

No, don't have these switches.

Nope, my panel doesn't look like this but insofar as it does, the
switch is about 4 inches (guess) below the fan speed control or 4
inches below and slightly to the left of the button marked "Front" in
your picture. The cigarette lighter is about 2 inches below that. In
between (in the 4 inches) is a compartment which I'm told is for
sunglasses.
