I suppose the state and locals see this as a good way to pick up some easy cash. People here complain about DRLs but then wont turn their lights on in the rain or at dusk as prescribed by law. They pass in the emergency lane and toodle down the road in the passing (left lane on divided highways). It is said that the family trees here have no branches.
