This is the northeastern part of Texas. Enforcement has been low for
years, but is picking up. I suppose the state and locals see this as a good
way to pick up some easy cash.

People here complain about DRLs but then wont turn their lights on in
the rain or at dusk as prescribed by law. They pass in the emergency lane
and toodle down the road in the passing (left lane on divided highways).

It is said that the family trees here have no branches.

Must be....I have seen the police in this town passing in that lane.

This is serious.

People here do NOT turn on their lights in rain or obscure weather,
and they DO pass in the emergency (Right emergency )lane.

This is the most red necked POS part of the country I have ever
seen

And what part might that be? I'm northwest of Chicago and I've seen them do
it up here, too. And it has been a law for almost 2 decades now up here to
turn on your lights when you turn on your wipers. People don't do that,
either.
