My mother-in-law's 1994 Camry is parked in our driveway and I just need to move
it back some so we can fit our other two cars. But the battery is and has been
dead and I can't get the steering wheel unlocked or the car out of park. Has
this anything to do with the dead battery? We'll be getting rid of the car so
I'm not going for a new battery or even a service call for a jump start. I just
want to unlock the steering wheel and get it into reverse so I can roll it back.
Any suggestions? Thanks.

The locked steering wheel does not have anything to do with the dead
battery, but the inability to move the shifter out of park does.

To unlock the steering wheel, put the key in the ignition, turn the steering
wheel about a half inch - it will only turn in one direction, then turn the
ignition key to the on position. With the ignition key in the on position,
the steering wheel should unlock.

For the shifter, look for a small rectangular plastic cover on the shifter
console. The cover will have a small notch. Use a key or small screwdriver
to pop the cover off, then use the key or screwdriver to push the notch
under the cover down while moving the shifter lever.

What Ray said.

Plus, the steering wheel _might_ need to be moved both ways WHILE turning
the key. The steering lock is mechanical, and the mechanism is directly
linked to the key.

Whn you get the small cover off, and can manipulate the lock mechanism
inside the shifter, be sure you have the parking brake set, or your foot on
the brake because the car will move.

Look above the "P" on the shifter for a small rectangular plastic piece set
into the shifter housing. The rectangular piece will have a small cutout
just large enough to fit a screwdriver blade in to pry the rectangular piece
off.
