Listen you silly-assed suburban white boy, I'm from Philadelphia and those guys were considered security in case some crazy white group came along to take away some of the voting machines, or "challenge" every single voter who came in, or do something else to diminish the voting of black people. The powers that be (usually white) deliver half or less then the required voting machines, move the poling place at the last minute, move the poling place to a very small room. In Oxford, Chester County, during the last election, the white politicos refused the request to move the poling place from a small room at Lincoln Univerity to a larger spot. If fact, ("damn uppity...") they moved the poling place to a very small room room and delivered less than half the necessary voting machines. Hence the voters stood in long lines and many did not get a chance to vote. I see these tactics as reprehensible and if it were my poling place I would have been there with a chip on my shoulder, even as a white voter in a black precinct.
