Hello,

Live outside of Boston, Mass.

Notice that all of new 2010 Hyundai Elantra's listed for sale around
here have the PZEV emission rating.

None of the new Toyota Corolla's do.

Why ?

I took a look at http://www.fueleconomy.gov/feg/findacar.htm and
compared the Elantras and Corollas side by side. There are versions of
the Elantra with better pollution scores that are sold in certain
areas. Most Elantras and Corollas sold in the US have the same air
pollution score (7 out of 10). The PZEV Elantra model scores 9.5 out
of 10 and is sold in California and the Northeastern States. I assume
this is the PZEV rated vehicle you are seeing. Toyota is not offering
a Corolla to match this becasue they do not need to. California and
certain Northeastern states are requiring manufacturers to offer at
least some PZEV vehicles. The Elantra is Hyundai's offering to meet
this requirement. Toyota already has the Prius, so they don't need to
offer another. You might want to look at:

http://en.wikipedia.org/wiki/Partial_zero-emissions_vehicle
http://answers.edmunds.com/question-PZEV-What-does-it-stand-for-What-does-it-mean-What-does-it-do-4036.aspx

The Edmunds' article includes the following explaination:

"You can only buy car models that meet PZEV standards if you live in
California, Maine, Massachusetts, New York, or Vermont - or in some
sales regions near these states. These five "clean car states" have
implemented California's more stringent motor vehicle pollution
control rules."

The following text is from the Hyundai web site:

"WHATEVER COLOR THE PAINT, IT'S GREEN.

"At Hyundai, we're always thinking about the driver's environment both
in and out of the car, which is why the Elantra's engine meets
stringent Ultra-Low-Emission Vehicle (ULEV) emissions standards. In
certain states, there's also an available model that meets Partial
Zero Emission Vehicle (PZEV) standard9-which puts it in the same
emissions family as hybrid cars like the Toyota Prius."

Note 9: "PZEV/ULEV : PZEV available in some states. Horsepower and
torque on PZEV and ULEV models may vary."

According the Hyundai web site
(http://www.hyundaiusa.com/elantra/specifications.aspx), the 2.0L CVVT
PZEV engine has 6 fewer horsepower (132 for the PZEV vs. 138 for the
ULEV) and 3 ft lb less torque (133 vs. 136).

The 2L Hyundai 2.0L Engine has the same horsepower as Corolla's
smaller 1.8L engine (132). The larger 2.4L Corolla engine has
considerable more (158) but with a lower fuel economy rating.

BTW, doesn't Partial Zero Emission Vehicle" seem like an oxymoron?

In order for a vehicle to have a PZEV rating, it must be SULEV, have zero
evaporative emissions, and have a 150,000 mile emissions warranty. The
Corolla is rated ULEV so it doesn't qualify as PZEV. Toyota has other PZEV
vehicles like the Prius and certain Camry models.
