the seatbelt female end on my camry inexplicably broke and the dealers
I'm calling are quoting all sorts of prices. Up to 180 dollars for the
part because 'they don't sell them seperately' to almost 200 dollars
for labor which is basically removing the seat and using a wrench to
rebolt a new anchor. Am I getting rip off prices? How long does does
toyota cover 99 camry seatbelts?

In the owner's manuals for several Toyotas, I've never seen seat belts
mentioned as any kind of exception to the usual warranty. The normal
exceptions would be "expendables" like tires & fluids, and power train, if
different from the rest of the warranty.

What does your manual say? The warranty is usually in a separate booklet.

What is broken on the seat belt receptacle? The most common cause of
problems with the seat belt receptacle are foreign objects like coins lodged
inside.

The labor price sounds a little high, but Toyota does not set prices or
labor times for dealer retail work. Most dealers use a third party labor
guide like Chilton's, Motors, Mitchell, etc. Those third parties usually
take the warranty labor times and apply some kind of multiplier to come up
with a figure for labor time.

A foreign object lodged inside the receptacle would not be a warrantable
condition, even during the warranty period, which I believe is 36 months or
36,000 miles, whichever comes first.
