I just want to confirm what I read elsewhere... can a new highlander
come with something other than 19" tires? I thought I read 17" but
not really sure.

Assuming 19" is not the only size tire when purchasing a new
Highlander, what is the pros and cons for each size?

This is wheel diameter. Generally, the tire aspect ratio is different
between 16 and 17 inch wheels (options on my 2007 Hightlander) such that the
overall diameter of the tire is the same with either rim. The 17 inch
wheel will have a narrower sidewall than the 16 inch wheel. Narrower
sidewalls mean higher performance but also rougher ride. At extremes, a
narrow sidewall also means blowouts and wheel damage going over potholes.

In general the bigger wheel is more desireable. Also sometimes you get
bigger brakes with the bigger wheels. Also more desireable.

Depending on model and option combinations, the Highlander comes with:

17 inch wheels with P245/65R17 tires or 19 inch wheels with P245/55R19 tires

The biggest noticeable difference is appearance and replacement cost. The
lower profile 19 inch tires will cost more to replace.

19" tires are far more expensive, for one con. ;)

You will not get better brakes with the 19".

The 17" rims have a lower weight than the 19" which means slightly
better performance in theory.
