Sheriff Joe needs to issue pink skivvies that are tow or three sizes too
small. Convicts will be 1.) embarrassed, and 2.) very uncomfortable. They'll
remember the experience of breaking big rocks into little rocks in tight
skivvies, and do what it takes to stay out of Joe's jails.

Really, what a brilliant idea, I am sure criminals worldwide would be
afraid of underwear that is pink and too small. That would be such a
great deterrent that we could export it to places like Bagram to make
