Sounds like mostly BS to me.. :/ They jammed the throttle. Which means they need to make sure the correct floor mats are in the cars. Which may or may not even be Toyota's fault depending on who installed the mats. I'm afraid most of the rest about the sensors/processors relating to throttle, or even cruise control is mostly bovine excrement conjured by a lawyer with $$$ signs in his eyeballs. Most CPU's etc in vehicles are fairly well decoupled using ferrite beads, etc.. Besides, it's not like he had a ham radio in the car. I still don't understand why the guy didn't just throw it in neutral if he couldn't shut off the ignition. And this was a cop, who generally I'd expect to know that and act a bit more cool in such a situation. Like calling on a cell phone is going to help.. :/ Lurch imitation... gggrrrrrooooooooooaaaan.
