First, I would start by examining the entire system, tying the computer systems together so that information that would help security experts determine who are at high risk of being terrorists are identified, tighten procedures for baggage, which is not checked very well, and test the system properly, so its week points are identified. If that offends certain passengers, they can find another mode of travel. Furthermore, there should be video cameras over all airplane seats. If a passenger becomes disruptive, the crew turns on the camera. The recording serves as evidence to protect the crew or well behaved passengers, because they should be allowed to beat the offender as severely as they want in order to produce peace & quiet. Obnoxious children should be dosed with Benadryl regardless of what their parents think.
