First check that the EGR control ports in the throttle body is not
plugged up. The ports should pull full engine vacuum when the throttle
plate is opened past them.

Check that the EGR valve is working by pulling a vacuum on the valve.
The engine should run rough or stall. It's not likely the valve or
sensor will go bad, it's such a simple system. They usually plug up
first, if even that.

You should also check to see that the EGR pipe (from the exhaust to the
valve) isn't filled with carbon.

You might have gotten a bad EGR valve assembly.

I cleaned out one of the egr sensors with seafoam and the light did not
come back on

i also clean the cable that came into the egr sensor..
lots of carbon in there
