This may be true, but we don't (and cannot) know all the details, since much
of it involves (and always will involve) saving face. Sadly, it was
misguided finagling during the Reagan era which got this whole nuclear mess
started in the first place with Iran and Pakistan.

Finagling by China is what's kept N. Korea from being much more of a thorn
in our side, but that's complicated, so your news source probably never
discussed it.
