I can tell yu exactly what she and Gates said. They were on every Sunday
morning talk show wiping the egg off their faces:

She said, paraphrasing, there is $5B in the budget to upgrade the nukes we
already have.

Great. But if you have a big stick in your hand, you don't tell the guy
punching you in the nose you're not going to hit him with it. If they're
guessing whether you'll use it or not, they might keep their distance.
This is tantamount to asking for a non-nuclear attack.

Obama announced Tuesday America's new nuclear strategy, including a vow
not to use nuclear weapons against countries that do not have them.
