I already use one light on a dimmer turned below 25W, or a 3-speed table
lamp on the lowest setting, at that time of day (or night if one is a
stickler for that kind of detail).

I'm not like Al Gore, with every light on in my mansion so as the
International Space Station can get its position from where my house is.

As much as I appreciate the sentiment of the effort, how come people that
care about this sort of stuff have so many lights on that they need a
special event to turn them off? Turn the f---ing lights off if you're not in
the room, and if you can use a 25W bulb to keep from finding the coffee
table with your shin, then don't switch on a bank of 100W bulbs.

this house has about 15-20 BR30 65 watt in halls, LR & Kitchen areas - I'm
switching them as they burn out to CFL's - light is about the same as now,
just takes a short wait to "come up" FWIW electricity is only about 08/kwh
here in Idaho.

I would put some of those BR30s on dimmers. You may need all of that light
sometimes, but not everytime you turn them on. Especially the one over the
kitchen sink does not need to be the full 65W all of the time. And the
lights in the hallway certainly are candidates to be run at less than half
the stated wattage. Even if you need these lights on for whatever reason you
want them on, they almost never need to be at full power. The kitchen sink
light needs full power when washing the dishes and other similar tasks, but
you can also have that light on at about 5W so that you can pour a cup of
tea at night or make the trip to the fridge to forrage for food. We set the
light over the sink to an almost off setting for a night light in that part
of the house.

I don't like the quality of the light from CFLs, so I would install dimmers
instead of switch out the bulbs.
