The cause of the out-of-spec included angle is the out-of-spec steering axis
inclination (SAI). Off the top of my head, possible causes of out-of-spec
SAI are worn or damaged strut or control arm bushings; suspension part
damage from hitting something like a pothole, curb, or Dukes of Hazzard
maneuver; collision; improper tie-down during transportation; or improper
towing.
