I bought a replacement EGR Vacuum Modulator (Solenoid) from
autopartsway.com. I installed it yesterday (10/25). It seems to have
cured the problem. The original unit was mechanically OK, or so it
seemed, but the filter inside was a mass of carbon. It hasn't been
opened or cleaned in over 20 years (187,000 miles), so probably deserved
a rest.

Thanks to everyone who responded to my question...
