I have a 91 Toyota Cressida that I'm replacing the timing belt on.
But I cant find any timing marks to line up. Can someone please tell
me how to set the timing on this 24 valve Dual Cam beast? Are there
marks that I'm not seeing? Or is there a secret?

On older engines Haynes suggested using compression gauge. Hard to
believe there are no marks on these Toyota engines!

No secrets. There should be index marks like johngdole mentioned on the
face of the cams and tdc on the crank. On most vehicles you need to
position the valve train and the crank a tdc, for number one cylinder,
compression stroke. Then change the belt, chain, or gears. There may be
more specifics for your Cressida, but that usually works for most.
